Japan has passed the Active Cyber Defense Bill, which will allow its military and law enforcement to take preemptive measures to combat cyber threats.

The bill’s two-pronged approach includes strengthening passive defense mechanisms by establishing a cybersecurity council and oversight committee to further threat analysis capabilities and information gathering. The legislation also requires critical infrastructure providers to quickly report cybersecurity incidents and allows the government to collect mechanical information — such as Internet protocol addresses and transmission and reception times — from telecommunication providers to monitor communication between Japan and foreign countries in the event a potential cyberattack occurs.
