CRTC Maintains Big Three’s Access to Fibre Networks, Raising Concerns for Smaller ISPs

The CRTC has upheld its decision allowing Rogers, Telus, and Bell to access each other’s fibre-optic networks outside their home territories, despite concerns from smaller internet providers.

Originally introduced in November 2023 to boost competition in Ontario and Quebec, the policy was expanded nationwide in August 2024. While the CRTC argues this move benefits consumers, independent ISPs warn it may drive them out of business, as larger providers bundle services and undercut pricing.

The commission will review its final decision, with an update expected by summer 2025.
